West Indies A made 302/7 declared in their 1st innings against mostly poor bowling by the Under 23's.
Holder made 92 and Reifer 76 as both batsmen returned to form after a difficult time of it since the early games.
India Under 23's XI collapsed from a position of strength at 89/0 to be all out for 201 as Rawl Lewis took 6-40 bowling his legspin on a wicket which became damaged.
62 by Samuels allowed West Indies A to declare and set the home side a target of 215 off 58 overs on a wicket that was now breaking up.
Some excellent bad wicket batting by captain Praveen Amre saw the home side to the draw, leaving a disappointed West Indies A with just the solitary win in a T20 on tour.
The could however gain some satisfaction in the performance of spinner Lewis, who was named Man of the Match.
